ECE R118 certificate is a flame retardant performance certification requirement implemented by the European Economic Commission for non-metallic materials inside vehicles to ensure vehicle driving safety.

Scope of Application:

ECE R118 applies to all types of wheeled vehicles, including passenger cars, buses, trucks, trailers, and semi-trailers.

Special emphasis is placed on interior structural materials such as seat fabrics, interior panels, carpets, and thermal insulation for Class M3, II, and III vehicles with more than 22 passengers, non-standing occupants, and non-urban use (excluding city buses). Due to their large passenger capacity and unique operating environments, these vehicles place higher demands on the combustion performance of interior materials to ensure greater escape time and safety for passengers in emergencies such as fires.

Main Test Items:

Horizontal Burning Test: The material's horizontal burning rate must not exceed 100mm/min, and the flame must extinguish before reaching a specific test point. This test simulates the burning behavior of a material subjected to a horizontal fire source to assess the horizontal spread of fire within the vehicle interior.

Vertical Burning Test: The vertical burning rate must also not exceed 100mm/min. This test examines the material's vertical burning performance. Because some vehicle interior components, such as seat backs and pillar guards, may be in a vertical position during actual use, the vertical burning test provides a more realistic reflection of the burning behavior of these materials in actual use.

Droplet Test: Molten droplets produced by combustion must not ignite the underlying cotton wool. This is because, in the event of a vehicle fire, if molten droplets produced by the burning material could ignite other flammable materials, they would accelerate the spread of the fire and increase the severity of the fire. Therefore, this test item is designed to ensure that molten droplets produced during the combustion process do not trigger secondary combustion.

Reference Standards:

This regulation has multiple appendices that provide detailed specifications for the specific test methods, instrumentation, and sample requirements. For example, Appendix 6 tests the horizontal combustion efficiency of materials; Appendix 7 tests the melting characteristics of materials; and Appendix 8 tests the vertical combustion efficiency of materials.
